Code of practice for services, public functions and associations: next steps

On 21 May 2026, the Minister for Women and Equalities laid our updated draft code of practice for services, public functions and associations before Parliament.

The 40-day parliamentary scrutiny period ended on 9 July. To support the next step in the process as set out in section 14 of the Equality Act 2006, the EHRC is now issuing the code in the form of the draft laid before Parliament in accordance with section 14(8)(a). 

The Minister will also now take the necessary action to revoke the 2011 code and bring the new code into force as statutory guidance. At the point that it comes into force, we will formally publish the code as the statutory code in English and in Welsh.
